Letter to Lake Oconee Property Owners Association June 27, 2007

Thank you for meeting with us today, and for your assistance in communicating this message to the residents on your distribution lists. While cost recovery is an important part of our shoreline management program, it is clear that a fair and equitable rate structure for all residents is also an important issue. To begin addressing the issue of rate parity, we are discontinuing the $300 fee and returning to an annual rate of $100. This rate was in effect through the end of 2006. While this will defer full cost recovery at Lake Oconee, it will allow a quicker transition to parity for the majority of Lake Oconee residents.

We are already working to amend the affected agreements and are refunding $200 to those residents that have already paid the $300 fee. A small percentage of residents remain on the original, $10 annual licenses issued prior to 1991. We are reviewing the appropriateness of accelerating transition of those licenses to the $100 annual rate.

We did want to remind you that we have eliminated the requirement for property owners to provide a registered survey of the Georgia Power shoreline property during renewal and transfer of the license agreement. Full refunds are being provided to those residents that have already paid for those surveys.

We strive to manage the shoreline in a way that maintains a high quality of life for you and other users of Lake Oconee, while at the same time providing clean, renewable hydropower energy for the citizens of Georgia. Amending the affected agreements and issuing refunds will take some time to complete, and we appreciate your patience during this process.
